29 CFR 1910.37(a)(3): Exit routes must be free and unobstructed. No materials or equipment may be placed, either permanently or temporarily, within the exit route. The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp must be provided where the exit route is not substantially level.    On March 7, 2016, an emergency exit in the Kemrock building chemical storage area was obstructed by barrels.

29 CFR 1910.106(d)(4)(iii): Wiring. Electrical wiring and equipment located in inside storage rooms used for Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100 °F (37.8 °C), shall be approved under subpart S of this part for Class I, Division 2 Hazardous Locations; for Category 3 flammable liquids with a flashpoint at or above 100 °F (37.8 °C) and Category 4 flammable liquids, shall be approved for general use.    On March 7, 2016,  approximately 25 gallons of Crossroads Coating paint with a flashpoint of 24 degrees Fahrenheit was stored in a box with an electrical baseboard heater was not approved for Class 1, Division 2 Hazardous Locations.

29 CFR 1910.107(c)(6): Wiring type approved. Electrical wiring and equipment not subject to deposits of combustible residues but located in a spraying area as herein defined shall be of explosion-proof type approved for Class I, group D locations and shall otherwise conform to the provisions of subpart S of this part, for Class I, Division 1, Hazardous Locations. Electrical wiring, motors, and other equipment outside of but within twenty (20) feet of any spraying area, and not separated therefrom by partitions, shall not produce sparks under normal operating conditions and shall otherwise conform to the provisions of subpart S of this part for Class I, Division 2 Hazardous Locations.    (a) On November 17, 2015, the lights in the finish spray booth were not suitable for Class I, Division 1, Hazardous Locations.    (b) On November 17, 2015, the lights in the primer spray booth were not suitable for Class I, Division 1, Hazardous Locations.

29 CFR 1910.159(c)(2): Maintenance. The employer shall properly maintain an automatic sprinkler system installed to comply with this section. The employer shall assure that a main drain flow test is performed on each system annually. The inspector's test valve shall be opened at least every two years to assure that the sprinkler system operates properly.    On November 17, 2015, the sprinkler system in the finish spray booth was not maintained in that the fusible link was missing and the sprinklers had to be activated manually.

29 CFR 1910.134(c)(1): In any workplace where respirators are necessary to protect the health of the employee or whenever respirators are required by the employer, the employer shall establish and implement a written respiratory protection program with worksite-specific procedures. The program shall be updated as necessary to reflect those changes in workplace conditions that affect respirator use. The employer shall include in the program the following provisions of this section, as applicable:    On November 17, 2015, the employer did not establish and implement a written respiratory protection program that included procedures for selection, training, care, storage, use, medical evaluations, fit testing, a reasonable estimate of employee exposure for employees wearing tight fitting elastomeric tight fitting respirators.

29 CFR 1910.1200(f)(5)(ii): Appropriate hazard warnings, or alternatively, words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals, and which, in conjunction with the other information immediately available to employees under the hazard communication program, will provide employees with the specific information regarding the physical and health hazards of the hazardous chemical.    The employer did not  identify the hazards of the chemicals on the primer paint barrels located in the chemical storage area with a label.
