29 CFR 1910.22(a)(1): All places of employment, passageways, storerooms or service rooms were not kept clean and orderly or in a sanitary condition. At the time of the inspection, paper dust accumulations in the Baler room exceeded the allowable volume of combustible dust as calculated using NFPA 654 Annex D. Based on the area of the room(3140 sq. ft.) and the bulk density (3.06 lbs. cu. ft.) the allowable dust volume was calculated to be 121 cubic feet. Dust accumulations on the wall purlins behind dust collector A plus dust collector A frame plus on top of dust collector A exceeded 126 cubic feet. This did not include multiple other locations where dust had accumulated on and around dusts collectors A and B.
