29 CFR 1910.23(e)(1): Standard railing(s) did not consist of top rail, intermediate rail and/or posts and/or did not have a vertical height of 42 inches (106.7 cm) nominal from upper surface of top rail to floor, platform runway, or ramp level: On or about March 8, 2016, the employer failed to ensure employees walking past the north side of the roller storage pit for the P3 Rolling Mill were protected against a fall of approximately 10 feet by ensuring an adequate top rail and intermediate rail were in place.

29 CFR 1910.132(c): Personal protective equipment was not of safe design and construction for the work to be performed: On March 8, 2016, the employer failed to ensure employees performing work on the P3 Rolling Mill were protected against falls of up to 15 feet into the sluiceway by designing and constructing engineered/certified anchorage points. Employees perform maintenance in the following areas: a. Removing cobles in the south corner on the entry side of the P3 Rolling Mill. b. Performing preventative maintenance on the Grip Tilter while standing on the flat deck. c. Performing preventative and break down maintenance on the roller fingers, manipulator liners and inspect the spray nozzles while standing on the roller assembly or manipulator frame. d. Performing preventative maintenance and break down maintenance while standing on the South manipulator.

29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards: On or about March 8, 2016, the employer failed to ensure employees utilizing the south walk way to gain access to the P3 Rolling Mill were protected against a fall of approximately 59 inches by ensuring a fall protective system was in place. The TimkenSteel Corporation was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.23(c)(1), which was contained in OSHA inspection number 978613, citation number 01, item number 002 and was affirmed as a final order on August 21, 2015, with respect to a workplace located at 2401 Gambrinus Ave. SW, Canton, OH 44706. The TimkenSteel Corporation was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.23(c)(1), which was contained in OSHA inspection number 984005, citation number 01, item number 001 and was affirmed as a final order on August 21, 2015, with respect to a workplace located at 4511 Faircrest St. SW, Canton, OH 44706.

The Timken Co. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.23(c)(3), which was contained in OSHA inspection number 462358, citation number 02, item number 001 and was affirmed as a final order on July 1, 2013, with respect to a workplace located at 2401 Gambrinus Ave.
