29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access. On or about April 13, 2016 at the work site located at 315 Oconee Street in Athens, Georgia; employees engaged in framing operations were exposed to fall hazards of about 18 feet while using a 24 ft. ladder for access an upper landing where the ladder side rails did not extend to at least 3 ft. above the landing surface the ladder was used to access.
