OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to explosion, deflagration, and other fire hazards while working near a dry-type filter media collection system for combustible metal dusts (aluminum and steel) which was not properly designed, constructed, equipped, and located in a manner to prevent or minimize employee exposure to such hazards:    On or about April 14, 2016, employees of Durex Industries, located in Cary, Illinois, were operating a Wheelabrator machine.  The dust that was generated by the peening operation, a combination of aluminum and steel, was collected by a dry-type Pangborn CD Unit Dust Collector.  The dry-type collection system was located indoors and lacked means of (1) explosion protection, (2) fire protection, and (3) deflagration propagation protection (isolation) between the dust collector and the upstream process and between the unit's material discharge and the collection drum.      Among other methods, one feasible method to correct this hazard would include following the applicable sections of the National Fire Protection Association (NFPA) Standard 484, "Standard for Combustible Metals, 2015 Edition" such as, but not limited to, Section 5.2.1 (dust hazard analysis), 9.4.13.2 (location of dry-type dust collectors); 9.4.13.11 (recycling of exhaust air); 9.4.13.13 (explosion protection); 9.4.13.13.3 (isolation devices); 9.4.13.14 (media collector considerations), and 9.4.12 (wet-type dust collectors).
