29 CFR 1910.1000(a)(2): Employee(s) were exposed to an airborne concentration of Particulates Not Otherwise Regulated (Total Dust) listed in Table Z-1 in excess of the 8 hour Time Weighted Average concentration of 15 milligrams per cubic meter (mg/m3): a) Grinding area, Building 7 An employee hand grinding billets and parts was exposed to Total Dust at 18.2 mg/m3 as an 8-hour Time Weighted Average concentration that was 1.2 times the Permissible Exposure Limit (PEL) of 15 mg/m3. The exposure level was derived from monitoring taken over 388 minutes with the unsampled portion of time (92 minutes) considered to represent zero exposure. Violation occurred on or about 5/3/16.

29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d): a) Grinding area, Building 7 Hand grinding of billets and metal parts was not conducted so dust was effectively captured by local exhaust ventilation. An employee hand grinding was exposed to Total Dust at 18.2 mg/m3 as an 8-hour Time Weighted Average concentration that was 1.2 times the Permissible Exposure Limit (PEL) of 15 mg/m3. The exposure level was derived from monitoring taken over 388 minutes with the unsampled portion of time (92 minutes) considered to represent zero exposure. Violation occurred on or about 5/3/16. Feasible and acceptable methods of abatement to correct this hazard include but are not limited to the following: a) Moving the work close to the exhaust slots, b) Orienting the grinding so particulates are directed toward the exhaust slots, c) Implementing redesigned workstations that effectively capture particulates, d) Conducting personal air sampling once improvements have been made to determine their effectiveness.
