29 CFR 1926.451(e)(1): Cross braces were used as a means of access and egress: On or about May 11, 2016, and at times prior thereto, workers were applying stucco to the apartments under construction working from a seven tier tubular welded scaffold that had a ladder only for the first three levels. The workers used the cross braces to access the upper levels up to approximately 40 feet high, exposing the employees to a fall hazard.
