29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: (a). Worksite located at 10751 N. Oak Trafficway, Kansas City, Missouri- Employees were observed straddling a wall and then standing and stepping on the interior wall which consisted of 2 x 4 boards without the use of any means of fall protection.

Oak Trafficway, Kansas City, Missouri- Employees were exposed to a fall hazard in that the employees were using the top step of the stepladder to climb on to the interior wall and on to the top of the wall.
