29 CFR 1910.138(a): The employer did not select and require employee(s) to use appropriate hand protection when employees' hands were exposed to hazards such as those from skin absorption of harmful substances; severe cuts or lacerations; severe abrasion; punctures; chemical burns; thermal burns; and harmful temperature extremes:    a) MTD Consumer Group, Inc. - Willard, Ohio: On or about May 5, 2016, the employer did not ensure that employees who entered the parts washer for paint system lines 2, 3, and 4, wore chemical resistant gloves when retrieving parts that fell off of the hang line carrier near Stage 2 in the washer. Employees were exposed to a 3% potassium hydroxide cleaner with a pH between 10 and 13 and that was also heated to 145 degrees Fahrenheit.

29 CFR 1910.147(c)(4)(i): Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section:    a) MTD Consumer Group Inc. - Willard, Ohio: On or about May 5, 2016, the employer did not ensure that procedures for controlling the hazardous energy on the parts washer for the paint system lines 2, 3, and 4 were utilized when employees entered to retrieve parts that fell off of the hang line, exposing employees to thermal burn injuries from cleaner that was heated to 145 degrees Fahrenheit.    b) MTD Consumer Group Inc. - Willard, Ohio: On or about May 5, 2016, the employer did not develop, document, and utilize procedures for locking out the hang line carrier to protect those employees who were required to enter the parts washer for the paint system lines 2, 3, and 4 to retrieve parts that fell, exposing employees to struck-by hazards.
