29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59)  (a) Building #2 - On or about May 18, 2016 the employer hand not developed and implemented a written hazard communication program for employees using hazardous materials such as, but not limited to, paints and caulk thereby exposing them to a harmful substance.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface having an unprotected side or edge which was six or more feet (1.8m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest system:  (a) Building #2 - On or about May 18, 2016 employees applying thin coat plaster to exterior brick wall from balcony at a height of  12 feet 6 inches were exposed to a fall hazard.

29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stairrail system along each unprotected side or edge:  (a) Building #2 - On or about May 18, 2016 employees working on second story balcony using stairs with out a stairrail system along the unprotected side or edge.
