Employees mobile scaffold wheel locks were not inspected prior to use.

29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner: On or about 06/02/2016 employees at the Hartford Hospital construction site were exposed to approximately 50' falls from a mobile scaffold. Employees mobile scaffold was not provided effective wheel locks to prevent movement.
