29 CFR 1910.219(d)(1): Guarding. Pulleys, any parts of which are seven (7) feet or less from the floor or working platform, shall be guarded in accordance with the standards specified in paragraphs (m) and (o) of this section. Pulleys serving as balance wheels (e.g., punch presses) on which the point of contact between belt and pulley is more than six feet six inches (6 ft. 6 in.) from the floor or platform may be guarded with a disk covering the spokes. In the Production Area, an employee was exposed to a pinch point hazard from an unguarded pulley and belt on an air compressor located approximately six feet off the ground.

29 CFR 1910.147(c)(1): Energy control program. The employer shall establish a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative. The employer had not developed documented energy control procedures for saws and certified authorized and affected training for employees. In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification. This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence, or written records. Buck Creek Pallet was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number1092077, citation number 1, item number 1 and was affirmed as a final order on December 8, 2015, with respect to a workplace located at 713 Muzzy Road, Urbana, OH.
