29 CFR 1910.253(b)(4)(i): Oxygen cylinders were stored near highly combustible material, especially oil and grease; or near reserve stocks of carbide and acetylene or other fuel-gas cylinders, or near other substance likely to cause or accelerate fire:  On or about June 9, 2016, welding shop, a compressed gas cylinder containing oxygen was stored in a welding tote with an acetylene gas cylinder without a regulator or cap installed on the cylinders.

On or about June 9, 2016, in the warehouse, vertical rolling bay doors were designated as emergency exit doors exposing employees to fire or struck by hazards during an emergency.    The California Army National Guard was previously cited for a violation of this occupational safety and health standard 29 CFR 1910.36(e), which was contained in OSHA inspection number 898787, citation number 1, item number 1, and was affirmed as a final order on May 9, 2013, with respect to a workplace located at Highway 101, Camp Roberts CIF Warehouse, San Miguel, CA 93451    The California Army National Guard was previously cited for a repeat violation of this occupational safety and health standard 29 CFR 1910.36(e), which was contained in OSHA inspection number 1124421, citation number 2, item number 3, and was affirmed as a final order on May 17, 2017, with respect to a workplace located at 950 N. Cucamunga Ave., Ontario, CA 91764

29 CFR 1910.157(e)(2): Portable fire extinguishers were not visually inspected at least monthly:  On or about June 7, 2016, fire extinguishers were not visually inspected on a monthly basis:     (a) A fire extinguisher at the west door was last visually inspected December 2014.  (b) A fire extinguisher at the center door was last visually inspected December 2014.  (c) Two fire extinguishers at the east door not have a record of monthly inspections. The CA Army National Guard was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.157(e)(2) which was contained in OSHA inspection number 898787, citation number 1, item number 4, and was affirmed as a final order on May 9, 2013 with respect to a workplace located at the CIF Warehouse, Camp Roberts, San Miguel, CA 93451.    The CA Army National Guard was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.157(e)(2) which was contained in OSHA inspection number 898988, citation number 1, item number 3, and was affirmed as a final order on May 9, 2013 with respect to a workplace located at the Range Control Office, Building 14301, Camp Roberts, San Miguel, CA 93451.
