29 CFR 1903.19(c)(1): Within 10 calendar days after the abatement date, the employer must certify to OSHA (the Agency) that each cited violation has been abated, except as provided in paragraph (c)(2) of this section.   a. C&C Services, LLC failed to provide abatement certification for the cited standards; Citation 1 item 1-Employees protected from falls through the use of fall protection and citation 2 item 1- employees had received fall protection training from a competent person.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a)  On or about June 22, 2016 at 850 Morning Glory Lane in De Pere, employees were working on a low slope roof at seventeen (17) feet above surface level without utilizing fall protection equipment.   The C&C Services, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(10), which was contained in OSHA inspection number 1087188, citation number 02, item number 01a and was affirmed as a final order on January 28, 2016 with respect to a workplace located at 338 W Old Highway 16, Wyocena, WI  53969.

29 CFR 1926.503(a)(2)(iii): The employer did not assure that each employee has been trained, as necessary, by a competent person in the use and operation of guardrail systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used:  a)  On or about June 22, 2016 at 850 Morning Glory Lane in De Pere, the employer did not instruct his employee in fall protection safety training such as how to use a personal fall arrest system prior to working on a roof with unprotected edges.
