29 CFR 1926.200(g)(2): The employer did not ensure that all traffic control signs or devices used for protection of construction workers conformed to Part VI of the Manual of Traffic Control Devices (MUTCD) Millennium Edition, December 2000, 1 FHWA, which are incorporated by reference:    (a) Superior Roofing, Inc. @ 1776 So. Jackson Street, Denver, CO 80210.  On or before May 19, 2016, as part of the injury/ accident prevention responsibilities under its safety program, the exposing employer did not ensure that employees were protected from struck-by hazards from motorists approaching this work zone.  A crane was in use and positioned on the east side of the street, encroaching onto the travelled way of the right street lane.  The employer did not ensure that the required traffic control signs or devices were allocated so that approaching road users merging onto Jackson Street were advised and warned about the hazards as they approached this work zone.  The missing signs and devices include, but are not limited to, Road Work Ahead, Right Lane Closed Ahead, Merge to the Left, and Flagger Ahead signs, along with cones to serve as channelizing devices and tapers.  This condition exposed construction workers to strike-by hazards from approaching vehicular traffic and/or other road users.    Abatement Note:  Part VI of the Manual of Uniform Traffic Control Devices (MUTCD) Millennium Edition, December 2000, 6B.01 provides that the control of road users through a temporary traffic control zone shall be an essential part of highway construction, utility work, maintenance operations, and incident management.  Sections 6C.03 and 6C.04 discuss requirements associated with advance warning areas, providing that the advanced warning area is that section of the highway where road users are informed about the upcoming work zone or incident area.
