29 CFR 1926.453(a)(2): Aerial lifts were "field modified" for uses other than those intended by the manufacturer, the modification had not been certified in writing by the manufacturer or by any other equivalent entity. Modification did not conform with all applicable provisions of ANSI A92.2-1969.  a) 4340-4352 Victory Blvd., Staten Island, NY 10414. Employees were allowed to use an aerial lift as a crane to lift and set exterior panels in that they used a lifting strap with a shackle attached to the upper guardrail when the employer did not certify in writing by the manufacturer that this activity conformed with the applicable provisions of ANSI A92.2-1969 exposing the employees to fall hazards in the event of guardrail failure.  Condition occurred on or about 06/28/16.
