OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to combustible metal (steel) dust deflagration, explosion and other fire hazards while working near dust collection systems consisting of multiple portable vacuum dust collectors and two fixed indoor cartridge filter media dust collectors:    a)  Polishing room    Cincinnati Fan portable dust collectors used for dust removal from grinding, buffing and polishing of steel and brass rifle parts were not designed for combustible dust collection.  Donaldson Torit downflow dust collectors used to collect room dust lacked means of explosion prevention and fire protection. A bulk sample of dust from surfaces in the room was explosive with a Kst of 2.52 bar meters per second.    Violation occurred on or about 7/14/16.    Among other methods, feasible methods to correct these hazards would be to comply with National Fire Protection Association standard NFPA 484 Standard for Combustible Metals, 2015 Ed. including sections 7.4.1 through 7.5.4, 9.3.1.7, 9.4.13.15.4 and 9.4.13.15.7.5.  Compliance with these sections would involve:    a) Having hazard analysis and dust testing performed to determine if the Torit dust collectors should be located indoors (9.4.13.15.4),  b) Providing Torit collectors with deflagration vents (9.3.1.7 and 9.4.13.13.1),  c) Obtaining and using only portable vacuum cleaners listed or approved for combustible dusts (9.5.6.1),  d) Using soft brooms and brushes with natural bristles as the primary means of cleaning the facility (7.4.1 through 7.5.4).
