29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet above the upper landing surface to which the ladder was used to gain access:   (a) Schooner Sq., Moors Landing, Freehold, NJ:  On or about July 19, 2016, employees of Allied Brothers Home Corp. were conducting re-roofing activities on a single story apartment/condominium.  The rails of the ladders that employees used to access the roof did not extend at least 3 feet above the landing surface, exposing the employees to a potential fall.
