29 CFR 1910.23(c)(1): Open-sided floor(s) or platform(s) 4 feet or more above the adjacent floor or ground level were not guarded by standard railings (or the equivalent as specified in 29 CFR 1910.23(e)(3)(i) through (v)), on all open sides:    Loading Dock Area: The employer did not provide employees who work on the loading dock with a guard rail to prevent them from falling between 49.25 inches and 52 inches to the concrete floor below. An employee standing on the loading dock bumper to scan a bar code inside a trailer lost her balance and fell 52 inches to the concrete floor below striking her head. The employee suffered fatal injuries.     The U.S Postal Office was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.23(c)(1), which was contained in OSHA inspection number 967506, citation number 01, item number 02 which was affirmed as a final order on 07/25/2014, with respect to a workplace located at 3775 Industrial Blvd., West Sacramento, CA 95799.
