29 CFR 1910.37(a)(3): Exit routes must be free and unobstructed. No materials or equipment may be placed, either permanently or temporarily, within the exit route. The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp must be provided where the exit route is not substantially level. a. At the work site located at 10787 Ensley Drive, Bolivar, Ohio, on August 4, 2016, the stock room emergency exit doors were obstructed by mops, bags of trash, boxes, and containers. b. At the work site located at 10787 Ensley Drive, Bolivar, Ohio, on August 4, 2016, the sales floor emergency exit at the back of the store was obstructed by six large plastic trash cans with lids on the left side and by four U-Haul cardboard boxes of store merchandise on the right side. The DOLGENCORP Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.37(a)(3), which was contained in OSHA inspection number 1158861, citation number 1, item number 1 and was affirmed as a final order on August 2, 2016, with respect to a workplace located at 304 Briarwood Drive, Jackson, Mississippi. 29 CFR 1910.157(c)(1): The employer shall provide portable fire extinguishers and shall mount, locate and identify them so that they are readily accessible to employees without subjecting the employees to possible injury. a. At the work site located at 10787 Ensley Drive, Bolivar, Ohio, on August 4, 2016, the stock room fire extinguisher on the wall by the breaker boxes was not visible for the grey containers boxes stacked four high in front of it. b. At the work site located at 10787 Ensley Drive, Bolivar, Ohio, on August 4, 2016, the sales floor fire extinguisher beside the emergency exit at the back of the store was obstructed by six large plastic trash cans with lids. c. At the work site located at 10787 Ensley Drive, Bolivar, Ohio, on August 4, 2016, the stock room fire extinguisher on the wall by the breaker boxes did not have a red arrow above it indicating the location of the fire extinguisher. d. At the work site located at 10787 Ensley Drive, Bolivar, Ohio, on August 4, 2016, the right exterior door of the stock room had a red arrow above it indicating there was a fire extinguisher located there. There was no fire extinguisher located under the red arrow. The DOLGENCORP Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.157(c)(1), which was contained in OSHA inspection number 1158861, citation number 1, item number 2 and was affirmed as a final order on August 2, 2016, with respect to a workplace located at 304 Briarwood Drive, Jackson, Mississippi.
