29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy. On 9/6/16, at the Athens facility, the Lockout/Tagout procedures implemented at the facility were not in a language all Authorized employees could understand. i.e. Japanese employees who were deemed Lockout Authorized employees did not speak or read English Lockout procedures provided in English only.
