29 CFR 1910.151(b): Adequate first aid supplies were not readily available in the absence of an infirmary, clinic, or hospital: Mail Delivery Vehicles - On 8/14/16 a mail carrier delivering mail on foot and away from the postal plant was attacked by two dogs and bitten, requiring emergency medical treatment. The employer failed to provide an approved first aid kit to treat his wounds. At least seven dog bite injuries were noted on the OSHA 300 logs for 2015.

29 CFR 1910.132(f)(3): When the employer had reason to believe that an affected employee who had already been trained did not have the understanding and skill required by paragraph (f)(2) of this section, the employer did not retrain that employee: Training - On 8/14/16 a mail carrier was attacked by two dogs and bitten, requiring emergency medical attention. The employer both provides and requires mail carriers to carry and use Halt dog spray to defend themselves in the event of an animal attack. Additionally, Halt dog spray, is documented personal protective equipment (PPE) in the employer's 2013 "Dog/Animal Interference Program". The employer failed to retrain the employee in the proper use and application of the dog spray. At least seven dog bites were noted on the 2016 OSHA 300 log.
