29 CFR 1910.157(d)(1): Portable fire extinguishers were not selected based on the classes of anticipated workplace fires and on the size and degree of hazard that would affect their use:  (a)  On or about November 15, 2016, in the Pedestrian Secondary Inspection Area, a portable fire extinguisher capable of extinguishing Class A fires (ordinary combustibles) was not provided for employees who were designated as able to fight incipient stage fires. Employees were exposed to fire hazards.

29 CFR 1910.157(g)(3): Employees who have been designated to use fire fighting equipment as part of the emergency action plan were not provided training in the use of the appropriate equipment:  (a)  On or about November 15, 2016, the employer did not ensure employees who were permitted to use portable fire extinguishers were provided hands-on training on their use. Employees were exposed to fire hazards.

(a) At the San Ysidro Port of Entry, the employer did not properly describe the injury and/or illness cases as required in column (F) on the 2016 OSHA Form 300.  The U.S. Customs and Border Protection was previously cited for a violation of this occupational safety and health standard or its equivalent standard [29 CFR 1904.29(b)(1)], which was contained in OSHA inspection number 916346, citation number 2, item number1 and was affirmed as a final order on October 11, 2013, with respect to a workplace located at 3000 W Military Highway, McAllen, Texas 78503.

The U.S. Customs and Border Protection was previously cited for a violation of this occupational safety and health standard or its equivalent standard [29 CFR 1910.37(a)(3)], which was contained in OSHA inspection number 1130693, citation number 2, item number 2A, and was affirmed as a final order on April 29, 2016, with respect to a workplace located at 2202 Port of Tacoma Road, Tacoma, Washington 98421.

29 CFR 1910.157(c)(1): Portable fire extinguishers were not mounted, located and identified so that they were readily accessible without subjecting the employees to injuries:  (a)  On or about November 15, 2016, in the Pedestrian Secondary Inspection Area, the Buckeye portable fire extinguisher was located on a table and blocked with storage of office supplies and a printer. Employees were exposed to fire hazards.     The U.S. Customs and Border Protection was previously cited for a violation of this occupational safety and health standard or its equivalent standard [29 CFR 1910.157(c)(1)], which was contained in OSHA inspection number 1142392, citation number 2, item number 1 and was affirmed as a final order on September 12, 2016, with respect to a workplace located at 9 N. Grand Avenue, DeConcini POE, Nogales, Arizona 85621.
