Steamboat Trail, Sioux Falls SD, 57107:  On or about October 26, 2016, the controlling employer did not ensure a safety program was developed and implemented for the work environment to include regular inspections of the job-site, materials, and equipment; conducted by a competent person. Subcontractor employees were working next to the edge of the roof on a two-story residential home without the use of a fall protection system. This condition exposed employees to a fall hazard of approximately 20 feet to the ground below.
