29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a)  At 3097 West Beach Blvd., Gulf Shores, Alabama:  On or about November 15, 2016 and at times prior; the employer allowed his employees to walk the tops of framed walls on the second floor of the home without fall protection exposing them to a fall hazard of up to 28 feet to the ground below.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed   a)  At 3097 West Beach Blvd., Gulf Shores, Alabama:  On or about November 15, 2016 and at times prior; the employer allowed his employees to use an extension ladder to gain access to the house and the rails of the ladder did not extend three feet above the landing area to provide safe access exposing his employees to a fall hazard of up to 16 feet 6 inches to the ground below.
