1926.21(b)(2) The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. a) Marine Operation Site, Point Reyes National Seashore, Drakes Estero: The employer failed to instruct its employees exposed to drowning hazard when crossing a ramp to access to and from a floating barge as to a safe means of access. Additionally, the active ramp did not have guardrails installed to prevent falling to water below.

Employees were exposed to drowning.

Workers depart the land side around 6:45 a.m. and returned around 3:00 p.m., Monday thru Friday weather permitting.
