29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D)(h):       a) Edker Industrial Inc.- Throughout the production Area: The energy control procedures were not specific for each individual type of machine (machines include but are not limited to: mechanical presses, Hardware inserter machines, Press break machines, punch Press machines, Sheer machines, etc.). The program only has a one fits all LO/TO procedure and it did not clearly and specifically identify the placement, removal or transfer of Lockout /Tagout devices on each individual type of machine and did not specify the requirements for testing to verify the effectiveness of LO/TO devices and other control measures. Occurred on or about 12/13/2016.
