29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means: a. On or about December 15, 2016 Employees were removing old roofing materials, repairing rotted roof decking and installing new waterproof membrane and shingles on an existing 3:12 pitch, low slope residential roof around the base of the 240/120 volt electrical power drop servicing the residence and were not protected by electrical shock or electrocution because the employer did not ensure the power lines were de-energizing or effectively guarded by insulation or other means.
