29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying exist. a) Exterior Top Plate, new residential construction, 5 Victoria Drive, Lot 3, Victorian Estate, Fairburn, GA: On or about December 29, 2016 and time prior, The employer exposed employees to fall hazards of 9 feet, 5 inches to the ground in that reasonable care was not exercised to prevent and detect violations when employees were nailing down 2x4's on the top plate without a personal fall arrest system.
