Employees were exposed to lead while operating, and performing maintenance on, a soldering system that uses Alloy Sn63-Pb37 solder containing lead. The employer did not perform initial sampling to ensure that employees were not exposed to lead at or above the action level. 29 CFR 1910.1025(m)(1)(iii): Employers shall include lead in the hazard communication program established to comply with the HCS (� 1910.1200). Employers shall ensure that each employee has access to labels on containers in accordance with the requirements of HCS and paragraph (l) of this section.    On or about 02/03/2017, the employer did not ensure that employees had access to labels on containers of lead dross stored on the loading dock and next to the Econopak II SMT by Electrovert solder machine. The containers did not have labeling that would identify the contents of the containers and exposed employees to health hazards associated with lead.     Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
