29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Crossbraces were used as a means of access:  (a) West scaffold - during masonry operations, employee(s) were exposed to a 12' fall hazard, in that, crossbraces were used as a means for access on to the scaffold and a ladder was not used.  Violation observed on or about 02/02/2017.    The Vimar Stucco, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(e)(1), which was contained in OSHA inspection number586458, citation number01, item number 002 and was affirmed as a final order on 12/04/2012, with respect to a workplace located at 825 W.
