29 CFR 1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed.    Construction Site: On or about February 21, 2017 employees were using a portable ladder to access a roof and the ladder was not extended at least 3 feet above the roof.  This condition exposed employees to a fall hazard.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:    Construction site: On or about February 21, 2017 employees engaged in roofing activities 6 feet or more above a lower level were not protected by guardrail systems, safety net system, or personal fall arrest system.  This condition exposed employees to a fall hazard.    Jesus Espinoza Roofing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1000507, citation number 1, item number 1 and was affirmed as a final order on November 24, 2014, with respect to a workplace located at14628 Igor Kaleri Ave, El Paso, TX 79938 .

This condition exposed employees to a fall hazard.     Jesus Espinoza Roofing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.21(b)(2), which was contained in OSHA inspection number 1000507, citation number 2, item number 1 and was affirmed as a final order on November 24, 2014 , with respect to a workplace located at 14628 Igor Kaleri Ave, El Paso, TX 79938.
