29 CFR 1926.100(a): Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets: On the west side of the building, employees were working from elevated lifts with equipment and tools and employees who were working below were not wearing hard hats, exposing the employees to being struck in the head by falling objects.
