29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D): a) Niagara Bottling, LLC., Program E Control of Hazardous Energy - On or about March 23, 2017, the employer's procedures did not identify the correct procedural steps in that the procedures instruct the user to dissipate or restrain stored mechanical energy before approved lock out devices are attached to lock out energy sources. b) Niagara Bottling, LLC., Line A1 Conveyor, Control of Hazardous Energy - On or about March 23, 2017, the employer did not establish specific procedures for the control of hazardous energy of conveyor belt motors which are connected to adjoining equipment of the same production line.

29 CFR 1910.147(c)(7)(i): The employer did not provide adequate training to ensure that the purpose and function of the energy control program was understood by employees: a) Niagara Bottling, LLC. - On or about March 23, 2017, the employer did not provide adequate training of employees in that written training material, specific lockout procedures, Lock Out Tag Out Program, and Preventative Maintenance Script Checklists, were all in English and not in the primary language of all authorized employees.
