29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a) At the jobsite, on or about March 29, 2017, employees used a ladder that extended about 1.5 feet above the eave to access the roof of a new single family residential dwelling during wood framing activities, resulting in fall hazards of up to 10 feet onto the ground.
