29 CFR 1910.1200(h)(3)(iv):   The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information.  Throughout the worksite; on or about 12 April 2017 and times prior thereto; employees were not trained on the new Hazard Communications Standard (HCS 2012) provisions implemented on 1 December 2013.This training includes revised labeling elements and the new format for Safety Data Sheets. This condition exposed employees to inadequate training and chemical hazards.   The Coast Guard Station Kodiak MWR was previously cited for a violation of this occupational safety and health standard 29 CFR 1910.1200(h)(3)(iv), which was contained in OSHA inspection number 1003708, citation number 2, item number 1 and was affirmed as a final order on 08 December 2014, with respect to a workplace located at Coast Guard Station Kodiak MWR located at Kodiak, Alaska.
