29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stair rail system along each unprotected side or edge:  At the jobsite, employees used the stairs leading to the second floor that were not equipped with handrails, exposing the employees to the hazard of falling.

29 CFR 1926.102(a)(1): Eye and face protective equipment were not used when machines or operations presented potential eye or face injury from physical, chemical, or radiation agents.   At the jobsite, employees operating Hitachi nail guns while performing framing activities were not wearing eye protection, exposing employees to the hazard of being struck by flying objects.   Jose Juan DeLeon was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.102(a)(1), which was contained in OSHA inspection number 1084208, Citation Number 2, Item number 2, and was affirmed as a final order on October 16, 2015,  With a final abatement date of August 11,2015, with respect to a workplace located at 6204 Savanah oak Trail, Flower Mound, Texas 75028.  Jose Juan DeLeon was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.102(a)(1), which was contained in OSHA inspection number 889003, Citation Number 2, Item number 1, and was affirmed as a final order on February 14, 2013, with a final abatement date of February 14, 2013, with respect to a workplace located at 12926 Flat Iron Trail and 138 Rolling Fork, Irving, Texas 75062.  Jose Juan DeLeon was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.102(a)(1), which was contained in OSHA inspection number 549078, Citation Number 2, Item number 1, and was affirmed as a final order on November 19, 2012, with a final abatement date of December 24, 2012, with respect to a workplace located at 220 Rolling Fork, Irving, Texas 75062.

At the jobsite, employees engaged in framing activities at a height of over 6 feet were not protected by a fall arrest system. Employees were exposed to an unprotected fall of over 18 feet to the ground below.
