29 CFR 1910.147(c)(4)(i): Procedures shall be developed, documented and utilized for the control of potentially hazardous energy when employees are engaged in the activities covered by this section: On or about May 18, 2017, the employer did not develop, document and utilize procedures for the control of potentially hazardous energy when Finishing Line employees conducted set up operations on the Q279.04 Roll Coater. The employer developed energy control procedures for completely deenergizing the Roll Coater; however, Finishing Line employees did not deenergize the Roll Coater when they were changing liquid coatings. Finishing Line employees would lock the Role Coater into the "slow" state which allowed them to bypass interlocks in order to squeegee and clean the rolls before changing the coating liquid.
