29 CFR 1926.502(d)(16)(ii): Personal fall arrest systems, when stopping a fall, did not limit maximum arresting force on an employee to 1800 pounds (8kN) when used with a body harness:  (a) New South Londonderry Township Municipal Building - Employees installed standing seam metal roof panels on a steep roof with an eave height of about 11 feet.  An employee used a web lanyard as part of his personal fall arrest system.  This web lanyard had no deceleration device, such as a shock absorber, exposing the employee to the hazard of compression forces exceeding 1800 pounds in the event of a fall to a lower level, on or about June 1, 2017.    No abatement certification or documentation required.

29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems:  (a) New South Londonderry Township Municipal Building - Roofers installed standing seam metal roof panels on a steep roof with an eave height of about 11 feet above ground with no protection from falling to a lower level, on or about June 1, 2017.  The roofers each wore a harness but did not connect to an anchor point.  Albright & Sons Construction, LLC was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1926.501(b)(11), which was contained in OSHA inspection number 1223100, citation number 1, item number 1 and was affirmed as a final order on May 5, 2017, with respect to a workplace located at 1211 Lancaster Road, Lancaster, Pennsylvania  17545.  No abatement certification or documentation required.
