The employee, disassembling the cylinder in a condition in which stored pneumatic energy was not isolated or blocked, was exposed to struck-by hazards.

OSH ACT of 1970 Section (5)(a)(1):     The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, such as exposing employees to struck-by hazards while performing repair work on an 8"pneumatic cylinder:    a) Arcelormittal Tubular Products Shelby LLC on or about June 5, 2017, at the address of 132 West Main St., Shelby, OH:  The employer did not assure employees were properly trained on the safe application, usage, methods and means to disassemble a pneumatic cylinder, exposing employees to a struck by hazard form over pressurizing the cylinder.    One feasible means of abatement is to assure employees are following Industry/Manufacturing instructions to disassemble pneumatic cylinders with the proper tools which does not include the use of air (pneumatic energy).
