29 CFR 1926.501(b)(10): "Roofing work on Low-slope roofs." Except as otherwise provided in paragraph (b) of this section, each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. On or about July 5, 2017, employees performing commercial roofing operations on a two story sloped roof were exposed to fall hazards up to 15 feet and the employer did not ensure employees were protected from fall hazards. No abatement documentation or certification required for this item.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards: On or about July 5, 2017, employees performing commercial roofing operations on a two story sloped roof were not protected from fall hazards. Employees had not been provided effective training to recognize and minimize the hazards associate with falls. Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
