29 CFR 1926.451(e)(5)(i): Ramps and walkways 6 feet (1.8 m) or more above lower levels did not have guardrail systems that comply with subpart M of this part -- Fall Protection: On July 17, 2017 and times prior thereto, at the worksite located at or near south of 2923 N University in Little Rock, Arkansas, employees were observed using a ramp without any handrails or guardrails to gain access to the top of the construction over 6 feet tall. This condition exposes employees to fall from heights hazards.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b). On July 17, 2017 and times prior thereto, at the worksite at or near south of 2923 N University in Little Rock, Arkansas, employees were observed framing on top of the residential construction over 6 feet tall without any fall protection. This condition exposed employees.
