29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest systems. On 7/24/2017, employees from Freedom Restoration and Roofing LLC were installing roofing materials on a roof of a two-story residence located at 49 Wisdom Way in Wentzville, MO. They were not utilizing guardrail systems, a safety net system, or personal fall arrest systems. The crew leader and three employees were observed on the roof of the building without fall protection, exposing them to a fall to the ground below. Freedom Restoration and Roofing LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1112366, citation number 1, item number 2 and was affirmed as a final order on 12/23/2015, with respect to a workplace located at 873-877 Broadwalk Springs Place, O Fallon, MO.

29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access. On 7/24/2017, employees from Freedom Restoration and Roofing LLC were installing roofing materials on a roof of a two-story residence located at 49 Wisdom Way in Wentzville, MO. The ladder the employees were using to access the roof was not extended three feet beyond the landing or edge of the roof. Freedom Restoration and Roofing LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1112366, citation number 1, item number 3 and was affirmed as a final order on 12/23/2015, with respect to a workplace located at 873-877 Broadwalk Springs Place, O Fallon, MO.
