29 CFR 1910.157(g)(1): An educational program was not provided for all employees to familiarize them with the general principles of fire extinguisher use and the hazards involved with incipient stage fire fighting:  At the Logan NRCS employees are instructed via the Emergency Preparedness plan to evacuate if a fire cannot be easily extinguished.

29 CFR 1910.303(g)(1): Sufficient access and working space was not provided and maintained about all electric equipment operating at 600 volts, nominal, or less to ground to permit ready and safe operation and maintenance of such equipment:    (a)  In the common store room/mapping room  a shredder and chairs were stored immediately in front of the 220 volt Cutler Hammer breaker panel where a minimum clearance of 3 feet should have been maintained.  (b) In the West rear storage room multiple items to include but not limited to ladders, buckets, table, water containers, and ice melt blocked access to the 220 volt Cutler Hammer breaker panel where a minimum clearance of 3 feet should have been maintained.

29 CFR 1910.157(e)(3): Portable fire extinguishers were not subjected to an annual maintenance check  (a)  In the mail room the un-mounted General TGP10E fire extinguisher was last noted as inspected in 2002 indicating it had not been inspected in 15 years and beyond the 12 year hydrostatic testing requirement.    (b) In the breakroom the un-mounted General  HALON 1211 fire extinguisher was last noted as inspected September of 1991 beyond the 12 year hydrostatic testing requirement.  (c) In the Chevrolet Silverado license A373158 the  Badger 250MB fire extinguisher had not been inspected since 2004  and beyond the 12 year hydrostatic testing requirement  (d) In the Dodge Pickup license A344401 the Amerex B417 fire extinguisher had not been inspected since 2008  (e) In the Chevrolet Silverado license A373158 the  Badger 250MB fire extinguisher had not been inspected since 2004  and beyond the 12 year hydrostatic testing requirement  (f In the Chevrolet Silverado license A375973 the Badger 250MB fire extinguisher had not been inspected since 2006.  (f) In the Dodge Dakotalicense A357608 the fire extinguisher had not been inspected since 2010  The USDA-NRCS was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard 29CFR 1910.157(e)(3) which was contained in OSHA inspection number 1182315 Notice 1, Item 3 and was affirmed as a final order on 11/17/2016 with respect to a workplace located at 1918 Greene St., Adel, IA 5003

29 CFR 1910.157(f)(2): Portable fire extinguishers were not hydrostatically tested within the intervals specified in Table L1:  (a) In the mail room the un-mounted General TGP10E fire extinguisher was last noted as inspected in 2002.  Hydrostatic testing or replacement  was therefore not performed in 2015 or sooner.  (b) In the breakroom the un-mounted General Halon 1211 fire extinguisher was last noted as inspected in 1991.  Hydrostatic testing or replacement was therefore not performed in 2003 or sooner.  (c) In the Chevrolet Silverado license A373158 the Badger fire extinguisher had not been tested since 2004.  Hydrostatic testing or replacement was therefore not performed in 2016 or sooner.
