29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.    a) Mechanical Air, Inc. at 3650 E. 103rd Circle, Thornton, CO 80229: On or about 7/20/2017, the employer did not ensure employees were instructed in the recognition and avoidance of unsafe conditions, in that guardrails were removed on two levels two and three in buildings 3 and 4 while stairs were being installed. Employees accessed levels two and three via job made ladders to install HVAC systems inside each unit on those levels. This condition exposed employees from Mechanical Air Inc. to fall hazards in excess of 10 ft.
