On 7/28/2017, employees employed by Cesar Arango were working on the roof of a residential building located at 415 Sandra Way, Winfield, MO.  Four employees were engaged in roofing work approximately 10 feet above a lower level. Exposed employees were not utilizing guardrail systems, a safety net system, or a personal fall arrest system.  The employees were observed on the roof of the building without fall protection, exposing themselves to a fall to the ground below.
