29 CFR 1926.451(g)(4)(i): Guardrail systems shall be installed along all open sides and ends of platforms. Guardrail systems shall be installed before the scaffold is released for use by employees other than erection/dismantling crews: On or about 8/24/2017, at 4646 Government Street, Baton Rouge, LA, employees were conducting stucco brick work from a scaffold platform that did not have guard rails on open sides at a height of approximately 20 feet from the ground.

29 CFR 1926.451(e)(1): When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface shall be used. Crossbraces shall not be used as a means of access: On or about 08/24/2017, at 4646 Government Street, Baton Rouge, LA, employees were conducting stucco brick work from a scaffold platform that did not have ladder access or egress at a height of approximately 20 feet from the ground. The (VNC Construction, LLC.) was previously cited for a violation of this occupational safety and health standard or its equivalent standard (29 CFR 1926.451(e)(1)), which was contained in OSHA inspection number 1040944, citation number 1, item number 2 and was affirmed as a final order on 03/27/2015, with respect to a workplace located at the corner of Airline and New River Street, Gonzales, LA, 70737.
