The employees were not using engineering or work practice controls. The sanders were not equipped with HEPA dust collectors, there were no HEPA vacuums available to collect the dust as it was being generated, there was no containment set up, and the employees were not using wet methods. Employees were also not wearing personal protective equipment. In addition, one man was observed dry sweeping the dust and paint chips from the ground.
