29 CFR 1910.106(e)(2)(ii): Flammable or combustible liquids were not stored in tanks or closed containers:  On or about August 31, 2017, in the North Storage Building, the employer did not ensure that two plastic containers partially filled with gas were stored sealed with a lid or other device so that neither liquid nor vapor could escape. The containers had paper towel placed in the end of the pour spout instead of a lid.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  On or about August 31, 2017, in the service area, the employer did not develop and implement the elements of a written hazard communication program for employees exposed to hazardous chemicals such as, but not limited to gasoline and alkoxylated long chain alkyl amine contained in automatic transmission fluid used for equipment maintenance and fuel. Employees were exposed to health effects such as eye irritation or damage, respiratory irritation, skin irritation and skin sensitization.

29 CFR 1910.1200(f)(6)(ii): Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical:  On or about August 31, 2017, in the service area, the employer did not ensure that containers storing hazardous chemicals such as, but not limited to sodium hypochlorite which is contained in bleach used by employees for cleaning were labeled or marked with the appropriate hazard warnings in that a quart size spray bottle and gallon sized plastic jug had no markings on the containers indicating their contents.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:  On or about August 31, 2017, in the service area, the employer did not provide training on hazardous chemicals used by employees such as, but not limited to, gasoline and alkoxylated long chain alkyl amine contained in automatic transmission fluid used for equipment maintenance and fuel. Employees were exposed to health effects such as eye irritation or damage, respiratory irritation, skin irritation and skin sensitization.
