29 CFR 1910.132(d)(1)(i): Select, and have each affected employee use, the types of PPE that will protect the affected employee from the hazards identified in the hazard assessment;  Location: Plating Room  Employer had not performed and certified a PPE Assessment, and employees were not adequately protected in several situations, including the following:  1) Employer provided surgical masks to employees who were exposed to vapors from  plating solutions containing with corrosive, sensitizing, and toxic chemicals.  2)  Employer provided nitrile gloves for all chemicals in the plating area, including many strong acids, bases, acetone, methanol, and cyanide solutions, for which nitrile would not be adequately protective.    3) Employer did not provided rubber aprons for protection from splashes when working with strong acids in plating shop. 4) Employer provided safety glasses, not splash goggles, to employees working in the plating room. 3) Employer had not performed a PPE Assessment for operations in the ammonia annex building, which can be corrosive to the skin, eyes, and respiratory system.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  Location: Facility   A  written hazard communication program had not been developed and implemented where metal plating, ceramic casting, and aluminum cracking were performed. The employer had not placed compliant labels on the metal plating tanks  identifying the hazards of its contents, and employees had not been trained on the specific  hazards of the chemicals in their work area.  Hazardous Chemicals Include:  Ammonium Hydroxide Anhydrous Ammonia Calcinied Alumina Chromium Oxide Ferric Ammonium Sulfate and Ferric Chloride Gold Stripper II Hydrogen Peroxide Hydrogen Gas Methyl Ethyl Ketone Nickel Bromide and Chloride Nickel Sulfate and Nickel Stripper Silver Cyanide Sulfuric Acid Toluene  ABATEMENT NOTE:  A written program shall include description of how the criteria for the following will be met:      1.  Labeling and other forms of warning;     2.  Material Safety Data Sheets;     3.  Employee information and training  Additionally, a list of hazardous chemicals known to be present in the workplace must be compiled.  Methods used to inform employees of the hazards associated with non-routine tasks and the informing of contractors of workplace hazards, including a description of the labeling system used in the facility and of the availability of material safety data sheets, must also be addressed.  The written program must be made available upon request.
